Cannabis: the electronic "seal" is legal but the government is watching

Marketed on the Internet since 2014 in France, the electronic cigarette with CBD seduces more and more (image of illustration).

While its effects on health are still poorly known, the e-cigarette cannabidiol, a derivative of cannabis, benefit from a derogation from the legislation.

Are cannabis-derived electronic cigarettes legal? While the drug agency (ANSM) says that the purchase and marketing of these popular products are banned, the Ministry of Health has a significantly different opinion.

According to him, the "electronic seal" appears as "legal", reports Le Parisien on Wednesday. The ministry estimates that cannabidiol liquids (CBD), used as fuel for e-cigarettes, benefit from a derogation from the legislation.

Establishment of controls

The cultivation, possession and transport of cannabis and its derivatives are prohibited in France. Only cannabis varieties with a THC level of less than 0.2% are allowed; which is the case of industrial hemp and CBD.

But unlike THC, the active ingredient in cannabis, cannabidiol has no amazing properties. It has an impact on the vigilance, but does not "provoke effects of stoned", explain our confreres.

The ministry will not let the professionals sell their products freely. The ANSM and the Fraud Suppression have indeed been seized to set up controls and monitor the dosages of CBD. Traders should not present cannabis "in a favorable light," says the Ministry of Health in Paris.

No studies on cannabidiol in e-liquid
Marketed on the Internet since 2014 in France, the electronic cigarette with CBD seduces more and more. In stores, vendors praise its benefits on stress and sleep. But no studies on cannabidiol in the form of e-liquid can confirm it. "Its psychoactive effects are still poorly known, although it has sedative effects," notes the Ministry of Health, in Le Parisien.

Some use the electronic cigarette at CBD to stop cannabis use. But according to the ANSM, the "e-joint" can not be considered as a substitute. Here again, the studies are missing: "We know that this molecule has tranquilizing properties but we can not recommend it, we do not have enough medical follow-up," warns Laurent Karila, a psychiatrist at Paul-Brousse Hospital, in Paris. Villejuif, interviewed by Le Parisien.

"There is no evidence that CBD can help stopping cannabis or that it has no long-term effects on health," says Figaro Bertrand Dautzenberg, hospital pulmonologist of Pitié-Salpêtrière, in Paris. On the other hand, "unlike cannabis, the CBD does not seem to lead to addiction," he says.
